What Is Restricted Airspace? Special Use Airspace Explained

Restricted airspace is a type of special use airspace where flight is not entirely prohibited but is subject to restrictions because of unusual, often invisible hazards to aircraft — such as artillery fire, aerial gunnery, or guided missiles. Defined in 14 CFR § 73.13, a restricted area can be flown only when it is inactive or when the controlling agency grants permission. The rest of the time, you stay out.

That sounds simple, and on a good day it is. But “restricted” is just one box inside a bigger family the FAA calls special use airspace, and student pilots routinely mix up restricted areas with prohibited areas, military operations areas, and warning areas. Let’s sort the whole family out — what each one means, who controls it, and how you read the boundaries on a sectional so you never blunder into a live gunnery range.

What is restricted airspace?

Restricted airspace is special use airspace, defined in 14 CFR § 73.13, that contains hazards to aircraft that are not always obvious from the cockpit — artillery firing, aerial gunnery, or the flight of guided missiles. Operations inside are restricted, not banned outright. When the area is “hot,” penetrating it without authorization is both illegal and genuinely dangerous.

The key word is hazard. A restricted area is drawn around an activity that could hurt you even if you never see another airplane. You might be flying along in clear air, hear nothing, see nothing — and be in the path of an artillery shell arcing through your altitude. That is the whole reason the area exists.

Every restricted area carries an identifier that begins with the letter R, followed by a number, such as R-2301. That label ties the airspace to a published description in the Chart Supplement and on the sectional, including its lateral boundaries, vertical limits, hours of use, and the controlling agency you would contact for clearance.

When a restricted area is not in use, the airspace reverts to whatever underlying class it sits in — usually Class E or Class G — and you may fly through it like any other airspace. The catch is knowing for certain that it is cold before you commit.

What is special use airspace?

Special use airspace (SUA) is the umbrella term for airspace where activities must be confined because of their nature, or where limits are imposed on aircraft that are not part of those activities. The FAA describes the full family in the Aeronautical Information Manual, Chapter 3, Section 4 (AIM 3-4-1). Restricted airspace is one member of that family, not the whole thing.

There are six types of special use airspace: prohibited areas, restricted areas, warning areas, military operations areas (MOAs), alert areas, and controlled firing areas. Each has its own rule for who gets in and under what conditions.

Notice the controlled firing area at the bottom. It is the one type that is not depicted on charts at all, because the activity inside is suspended the moment a spotter, radar, or ground lookout detects an approaching aircraft. The hazard is shut down for you, so you never need to plan around it.

What’s the difference between restricted and prohibited areas?

A restricted area allows flight under conditions — when inactive or with the controlling agency’s permission per 14 CFR § 73.13 — while a prohibited area, defined in 14 CFR § 73.83, allows no flight at all. The difference is the word “no.” A prohibited area is a hard closure; a restricted area is a conditional one.

Prohibited areas protect things, not pilots. They are established over locations where flight could threaten national security or public welfare — think of the airspace over the White House, the Capitol, or Camp David. There is no controlling agency to call for permission to sightsee through P-56 over Washington, D.C. The answer is simply no.

Restricted areas, by contrast, protect you from an activity. The FAA created them so the military and other agencies can do dangerous work — live fire, missile testing — inside a defined block of sky without an unsuspecting Cessna wandering into it. Clear the activity with the controlling agency, or wait until it stops, and the airspace opens back up.

On a sectional both prohibited and restricted areas share the same blue hatched boundary, so you tell them apart by the letter in the identifier: P for prohibited, R for restricted. Read the letter, not just the shape.

Can you ever fly through a restricted area?

Yes — you may fly through a restricted area when it is not active, or when the controlling agency or appropriate ATC facility grants you permission to transit while it is active. This is spelled out in 14 CFR § 73.13. Many restricted areas are “joint use” — the military gets them during scheduled hours, and the rest of the time they open back up to everyone. That part-time nature is exactly why blundering in on a quiet afternoon is so tempting and so risky.

The published times on the chart tell you when the area is normally scheduled to be hot, but those times are not gospel. The area can go active early, run late, or activate by NOTAM when nothing on the sectional warned you. Treat the charted hours as a planning aid, not a guarantee.

Before you cross, confirm the real-time status. The cleanest way is to ask the controlling agency or, when you are receiving flight following, ask the ATC facility working you. They can tell you whether the area is cold, and if it is hot, they can sometimes coordinate a transit or vector you clear of it. When in doubt, route around it — a ten-mile detour costs minutes, not your certificate or your life.

How do you find restricted airspace on a sectional chart?

You find restricted airspace on a sectional chart by looking for blue hatched boundary lines surrounding the area and an identifier such as R-2515 printed inside it. The hatching is drawn on the inside of the boundary so the shading itself tells you which side is the restricted side. Every charted SUA also has a tabulated block, usually along the chart margin, listing its altitudes, times of use, and controlling agency.

Read that block carefully. It gives you four things you need: the vertical limits (a floor and a ceiling, so you might be able to overfly or underfly the activity), the hours of operation in UTC, the controlling agency, and any remarks. A restricted area that tops out at 8,000 feet is no obstacle to a flight cruising at 10,500 — but only if you have read the ceiling and trust it.

Prohibited and restricted areas use blue hatching; MOAs and alert areas use magenta hatching. Color and letter together identify the type at a glance. Make reading these blocks part of your preflight planning every single time, not a skill you dust off only when one happens to be near your route.

What are MOAs, warning areas, and alert areas?

MOAs, warning areas, and alert areas are three more members of the special use airspace family, and unlike restricted areas none of them legally bars a VFR pilot from entering. A military operations area (MOA) separates military training such as air combat maneuvers and low-level navigation from IFR traffic; you may legally fly VFR through an active MOA, but you should exercise extreme caution because fast military jets may be maneuvering hard inside it.

A warning area carries the same kinds of hazards as a restricted area — gunnery, missiles, dangerous operations — but it begins three nautical miles off the coast, over international or domestic waters, where the United States does not have the sole authority to establish a restricted area. You may enter a warning area, but you do so accepting the risk, so treat an active one exactly as cautiously as a hot restricted area.

An alert area marks airspace with a high volume of pilot training or an unusual type of aerial activity. There are no extra entry rules, but both you and the pilots training there are equally responsible for collision avoidance. Same theme runs through all three: legal to enter does not mean safe to enter without your head on a swivel.

A real lesson from the Alaska bush

I learned to take restricted airspace seriously on a flight up in Alaska, working a 172 between two strips with a big military restricted area sprawled across the most direct line. The charted hours said it should have been cold that morning, and the temptation to just punch straight across and save fifteen minutes was real. Fuel was fine, weather was fine, and the chart said go.

I called the controlling agency anyway, mostly out of habit drilled into me. They came back and told me the area had gone active early for an exercise — something the published times never would have told me. If I had trusted the chart and skipped that call, I would have flown a Cessna straight into airspace where live activity was underway. Nothing about the sky out the window looked any different.

That is the whole point of restricted airspace. The hazard is invisible from the cockpit, and the chart times are a plan, not a promise. I took the detour, added my fifteen minutes, and have never once regretted a call that kept me out of a hot area. Make the radio call. Every time. The airplane does not care that you were in a hurry.
