The short answer
This AIM section documents that LORAN-C is no longer a usable navigation system. As FAA advisory guidance, it records that under the 2010 DHS Appropriations Act the U.S. Coast Guard terminated all U.S. LORAN-C signal transmissions in 2010, that related foreign-chain signals were also terminated, and that the FAA canceled the TSO covering LORAN-C area navigation equipment.

Can I still use LORAN-C for navigation?
No. The AIM states that, in accordance with the 2010 DHS Appropriations Act, the U.S. Coast Guard terminated transmission of all U.S. LORAN-C signals on 08 Feb 2010, so the signals are no longer available.
When were the Russian-American and Canadian LORAN-C signals shut off?
According to the AIM, the USCG terminated the Russian American signals on 01 Aug 2010 and the Canadian LORAN-C signals on 03 Aug 2010.
Is LORAN-C airborne area navigation equipment still approved?
No. The AIM notes that TSO-C60b, Airborne Area Navigation Equipment Using LORAN-C Inputs, has been canceled by the FAA.
