What Is Ground Control in Aviation? The Controller Who Owns the Taxiways

Ground control is the air traffic control position at a towered airport responsible for managing aircraft and vehicles moving on the airport surface — the taxiways, ramps, and non-active runways — but not the runways in use for takeoff and landing. Ground control keeps everything safely separated on the ground; the local controller in the tower owns the active runway and the air.

If you’ve ever sat at the run-up area listening to a strange new voice tell you “Runway three-one, taxi via Alpha, hold short of runway two-six,” that was ground control. Learning to talk to this controller is one of the first real “I’m a pilot now” moments, and it trips up almost every student at least once. Let’s fix that today.

What is ground control in aviation?

Ground control is the air traffic control position at a towered airport that directs the movement of aircraft and ground vehicles on the airport’s movement area — the taxiways, ramps, and any runway not currently being used for takeoff or landing. Ground control exists to prevent two aircraft from meeting nose-to-nose on a taxiway and to keep the surface organized and safe.

The “movement area” is the key term here. It’s defined in the Pilot/Controller Glossary as the taxiways and runways used for taxiing, takeoff, and landing — the parts of the airport where ATC controls who goes where. Non-movement areas, like the ramp directly in front of a hangar, are usually outside ground control’s jurisdiction and are managed by the operator.

Ground control only exists at towered airports. The whole structure of controlled-airport operations lives in 14 CFR § 91.129 and is described in the Aeronautical Information Manual (AIM) Chapter 4. At a non-towered field, nobody is playing the ground role — more on that below.

What does ground control actually do?

Ground control issues taxi instructions, sequences aircraft so they don’t conflict on the pavement, clears aircraft to cross runways when needed, and coordinates with the tower’s local controller before handing you off for departure. In short, ground choreographs every wheel that turns on the controlled surface so the airport runs like a well-timed dance instead of a demolition derby.

When you call ground for a taxi, the controller looks at where you are, where you want to go, and what else is moving, then gives you a route by taxiway name: “taxi via Bravo, Alpha, runway one-five.” You’re expected to follow that exact route. And if your route crosses a runway, ground has to clear you across it specifically. Under current FAA procedures, controllers issue an explicit crossing clearance for every runway on your route — one runway at a time, active or not — and you have to be across the last one before they’ll clear you across the next.

Ground also coordinates the non-glamorous traffic: fuel trucks, mowers, snow plows, and follow-me vehicles all answer to ground control on the movement area. That coordination is what the FAA learning standard calls the “operational procedures for a controlled airport,” and it’s exactly the kind of thing the knowledge test loves to probe.

What’s the difference between ground control and tower?

Ground control handles aircraft on the taxiways and ramps; the tower’s local controller handles aircraft on the active runway and in the airport’s immediate airspace. You talk to ground to taxi out, switch to tower to take off, fly your flight, return to tower to land, then switch back to ground once you’ve cleared the runway. They’re two different jobs, two different frequencies, and often two different people sitting feet apart in the same tower cab.

The dividing line is the runway hold-short line — those four yellow lines (two solid, two dashed) painted across the taxiway. On the taxiway side, you belong to ground. Once you’re cleared past that line onto the runway, you belong to tower. Cross that line without a clearance and you’ve committed a runway incursion, which is one of the FAA’s top safety concerns.

A quick memory hook: ground gets you to the runway, tower gets you off the ground.

How do I talk to ground control as a student pilot?

Use the standard four-part radio format: who you’re calling, who you are, where you are, and what you want. To ground control that sounds like: “Palmer Ground, Cessna Five-Two-One-Two-Foxtrot, at the south ramp, taxi with information Bravo.” Speak in that order every time and you’ll sound like you’ve done it a thousand times — even on day one.

Notice the “information Bravo” at the end. Before you ever key the mic, you listen to the ATIS (Automatic Terminal Information Service) — the recorded broadcast of weather, active runway, and field conditions — and tell ground which letter you have. That tells the controller you already know the wind and the runway in use, so they don’t have to repeat it.

Then comes the part too many students skip: the read-back. When ground says “Runway three-one, taxi via Alpha, hold short of runway two-six,” you read back the runway assignment and especially the hold-short: “Runway three-one via Alpha, hold short two-six, One-Two-Foxtrot.” The AIM specifically asks pilots to read back all runway hold-short instructions and runway crossing clearances. It’s not bureaucracy — it’s the single best defense against a runway incursion.

Write the taxi route down. Glance at the airport diagram on your kneeboard or tablet before you call so you can picture Alpha and Bravo before you’re rolling. A controller would much rather you ask “say again the route” than guess and end up on the wrong taxiway.

Do I need a clearance to taxi?

Yes. At a towered airport you must receive a taxi instruction from ground control before you move your aircraft on the movement area, and you must receive a specific clearance to cross or enter any runway. This is the rule under 14 CFR § 91.129(i), which requires ATC authorization before taxiing onto or across a runway at an airport with an operating control tower.

A taxi clearance to your departure runway is not, by itself, permission to get on that runway. “Runway three-one, taxi via Alpha” means proceed to the run-up area and hold short — it does not mean taxi onto the runway. To actually get on the runway, you need either a takeoff clearance from tower or an explicit “cross runway three-one” or “line up and wait” instruction. Confusing those two is exactly how incursions happen — which is why the FAA dropped the old “taxi to runway” wording years ago and now spells out every runway crossing on its own.

If ground tells you to “hold short” of a taxiway or runway, you stop before that hold-short line and stay there until you’re cleared to continue. When in doubt, stop and ask. There is no penalty for clarity, and every controller I’ve worked with respects a pilot who confirms rather than gambles.

What happens if my radio fails on the ground?

If your radio fails, ground and tower control can still direct you using the light gun — a focused signal lamp in the tower that flashes colored signals at your aircraft. On the ground, a steady green means cleared to taxi, a steady red means stop, a flashing red means taxi clear of the runway in use, and a flashing white means return to your starting point on the airport. These signals are spelled out in the AIM and 14 CFR § 91.125.

If you ever lose comms and see the tower flashing colors at you, acknowledge during daylight by moving the ailerons or rudder, and at night by flashing your landing or navigation lights. The light gun is old technology, but it works, and the controller in the cab is trained to use it the moment your transmissions go quiet.

A note from the ramp in Alaska

I learned the value of writing down a taxi route the hard way, on a gusty winter morning at a towered field in Alaska. I was a low-time pilot in a 172, the ramp was slick, and ground rattled off a route across two taxiways and a hold-short like it was nothing. I said “roger” — the lazy non-answer — and started rolling, completely unsure where Charlie even was.

Ten seconds later I was nosed toward a hold-short line I hadn’t planned for, with a King Air taxiing behind me. I stopped, keyed the mic, and said the magic words every student should keep in their back pocket: “Ground, One-Two-Foxtrot, say again the taxi route, and confirm hold short.” The controller repeated it, calm as anything, and I got where I was going safely.

That day taught me two things I’ve taught every student since: never answer a taxi instruction with “roger” when a read-back is what’s expected, and never be too proud to ask a controller to repeat. Aviation education has been my life since 2006, and I’ve been a CFI since 2017 — and that humble “say again” has kept more of my students out of trouble than any fancy maneuver. The pavement doesn’t care how experienced you are. It cares whether you know exactly where you’re going.

These are the FAA Learning Statement (PLT) codes that actually map to ground control and towered-airport operations. The codes are how the FAA tags the questions on your Private Pilot knowledge test, so knowing the wording helps you study the right material.

  • PLT434 — Recall regulations: operational procedures for a controlled airport. This is the core code for this topic. Know that at a towered airport you need ATC authorization to taxi, to cross runways, and to depart — the framework in 14 CFR § 91.129.
  • PLT044 — Interpret ATC communications / instructions / terminology. Be able to decode a real taxi instruction (“Runway X, taxi via Alpha, hold short of runway Y”) and know which parts require a read-back.
  • PLT172 — Recall ATC: system / services. Understand the different ATC positions — clearance delivery, ground, and tower — and which one owns which part of the airport.
  • PLT149 — Recall airport preflight / taxi operations: procedures. Know the proper sequence: get ATIS, call ground, copy and read back the route, then taxi while monitoring for traffic.
  • PLT141 — Recall airport operations: markings / signs / lighting. Recognize taxiway centerlines, hold-short markings, and runway hold position signs — the painted and lit cues ground control expects you to obey.
  • PLT502 — Recall universal signals: hand / light / visual. Memorize the light gun signals for both ground and flight, since the tower uses them when your radio fails.
  • PLT542 — Recall airport operations: radio failure. Know what to do if you lose comms on the surface — watch for light gun signals and acknowledge them appropriately.

Can ground control clear me for takeoff?
