When do you use the PAVE checklist?

You use PAVE during preflight planning — on the ground, before you commit to the flight — while you still have the freedom to change the plan, delay, or cancel without cost or pressure. The whole point is to identify and weigh risk early, when “no-go” is still cheap. Run it at your planning table, not strapped in at the hold-short line.

That said, risk is not frozen. A flight that passed PAVE at 6 a.m. can fail it by noon. Weather builds, fatigue creeps in, a passenger adds a deadline. Good pilots treat PAVE as a planning tool first and a mindset second — they re-check the four categories any time something changes.

ADM is the whole discipline; PAVE is the part that helps you find the risks in the first place. ADM is defined and taught in PHAK (FAA-H-8083-25C).

Think of ADM as a three-step rhythm: identify the hazard, assess how much risk it carries, then mitigate — reduce, eliminate, or avoid it. PAVE handles step one. It makes sure you have actually found the hazards before you start judging them.

ADM also includes the hazardous-attitude antidotes (anti-authority, impulsivity, invulnerability, macho, resignation), the DECIDE model, and risk-assessment tools like a Flight Risk Assessment Tool (FRAT). Get-there-itis, a waiting passenger, a paid trip, or wounded pride will push a pilot to launch into conditions they’d reject on any normal day. The FAA flags this directly in its risk-management teaching.

The mechanism is sneaky. External pressure rarely says “ignore the weather.” It says “the weather’s probably fine,” or “we’ll just take a look.” It nudges your personal minimums down a notch at a time until you’ve talked yourself into a flight you never would have planned cold.

The defense is to name the pressure out loud and plan an “out” in advance. Before you go, decide what you’ll do if you have to cancel — reschedule, drive, get a hotel, tell the passenger no. A pilot who has already rehearsed the no-go is far harder to push. The airplane does not care that someone is waiting, and neither should your decision.

How do personal minimums make PAVE work?

Personal minimums are the pre-set limits you decide on calmly — in advance, on the ground — for things like ceiling, visibility, crosswind, and fatigue. They give PAVE teeth: instead of judging risk in the heat of the moment, you compare today’s conditions against numbers your clear-headed self already chose. The FAA recommends every pilot develop and write down personal minimums.

Here’s why they matter so much. The moment you most want to fly — the trip is planned, the passengers are loaded, the weather is almost good enough — is the moment your judgment is most compromised. A written limit doesn’t argue. If your personal minimum is a 3,000-foot ceiling and the field is reporting 2,200, the decision is already made.

Your minimums should be tougher than the legal regulatory minimums, and they should flex with experience. A 60-hour private pilot should not fly to the same weather as a 6,000-hour ATP. Start conservative, build them up slowly as your skill and currency grow, and tighten them back up after a long layoff. A no-go I’m still glad I made (a story from the ramp)

One of the most valuable things flying in Alaska taught me is that the airplane is almost never the problem — the pressure is. I had a 172 loaded up on a gravel strip, a friend in the right seat who needed to be back for work the next morning, and a forecast that was “marginal, improving.” Every letter of PAVE was speaking, and I almost didn’t listen to all four.

Pilot: fine, rested, current. Aircraft: fine, fueled, within weight and balance. enVironment: a low ceiling pushing into the pass I needed, with terrain on both sides and not much room to be wrong. External pressure: a buddy with a job, a long drive as the only alternative, and my own ego whispering that a “real” Alaska pilot would just go.

I sat on the strut for ten minutes and ran PAVE out loud, the way I now teach my students to. Three categories were green. The environment was yellow turning red, and the only thing arguing for “go” was the external pressure — which is the one letter that should never get a vote on its own. We tied the airplane down, slept in the bunkhouse, and flew out the next morning in clear, calm air with the whole pass open in front of us.

Nothing dramatic happened. That’s the point. The flights that don’t become stories are the ones PAVE quietly saves.
