Because the FAA is regulating two different things with the same two words. 14 CFR § 1.1 gives “category” and “class” separate definitions depending on whether the subject is airman certification or aircraft certification. When the words describe a pilot (airman certification), they mean a broad-then-narrow grouping like airplane → single-engine land.
