§ 61.81 Applicability.
This subpart prescribes the requirements for the issuance of student pilot certificates, the conditions under which those certificates are necessary, and the general operating rules and limitations for the holders of those certificates.

This section has no independent regulatory substance — it is purely a scope provision pointing to §§ 61.83 through 61.95 for the actual requirements. Practical note: The entire student pilot regulatory framework is contained within Subpart C. Every instructor working with student pilots should know these sections cold.
