Regulation Text
(a) On and after November 7, 2016, all training conducted in an MU-2B must follow an approved MU-2B training program that meets the standards of this subpart.
(b) This subpart applies to all persons who operate a Mitsubishi MU-2B series airplane, including those who act as pilot in command, act as second-in-command, or other persons who manipulate the controls while under the supervision of a pilot in command.
(c) This subpart also applies to those persons who provide pilot training for a Mitsubishi MU-2B series airplane. The requirements in this subpart are in addition to the requirements of parts 61, 91, and 135 of this chapter.
Research Notes
Section 91.1701 establishes the applicability of Subpart N — Mitsubishi MU-2B Series Special Training, Experience, and Operating Requirements. Subpart N is the most aircraft-specific operating subpart in Part 91, codifying the post-2008 enhanced training requirements for the MU-2B that significantly reduced the accident rate.
Why the MU-2B got its own subpart: The Mitsubishi MU-2B (Solitaire/Marquise twin-turboprop) had an accident rate dramatically higher than other twin turboprops through the 1990s-2000s. NTSB and FAA studies traced the elevated rate to operator training inadequacy — many GA pilots transitioning into the MU-2B were undertrained for its high-performance characteristics. In 2008 the FAA promulgated SFAR 108 (since codified as Subpart N) requiring specific MU-2B training.
Effect: Following the SFAR 108/Subpart N implementation, the MU-2B accident rate dropped significantly. The aircraft remains a popular owner-flown twin turboprop with operators required to complete specific Subpart N training.
