Section 91.905 — List of rules subject to waivers — lists specific Part 91 rules that may be waived by the Administrator.
Major waivable rules: § 91.117 (speed limits), § 91.119 (minimum altitudes), § 91.123 (compliance with ATC for specific operations), § 91.303 (aerobatic flight), § 91.305 (flight test areas), § 91.311 (towing other than gliders), and various others related to special operations.
Non-waivable: Certain safety-essential rules cannot be waived under any circumstances — § 91.7 (airworthiness), § 91.17 (alcohol/drugs), § 91.207 (ELT requirements for most operations), and the equipment requirements that go to flight safety.
