Section 91.11 of this part (Prohibitions on interference with crewmembers) applies to each person on board an aircraft.

Research Notes

Section 91.702 — Persons on board — establishes person-on-board reporting requirements for international operations.

What gets reported: For international flights, the PIC must ensure the aircraft's manifest (or equivalent passenger/crew list) is available for review by customs, immigration, and aviation authorities at departure and arrival.

Modern compliance: APIS (Advance Passenger Information System) reporting for inbound U.S. flights covers this for commercial operators. Part 91 international operators use eAPIS for general aviation arrivals into the U.S.
