No person may operate a civil aircraft of Cuban registry except in controlled airspace and in accordance with air traffic clearance or air traffic control instructions that may require use of specific airways or routes and landings at specific airports.

The historic context: Cuban-registered aircraft (CU-XXXX) operations in the U.S. have been heavily restricted by the U.S. sanctions framework. Authorization is required from State and OFAC. Most Cuban civil aviation is Cubana de Aviación, which operates in limited capacity in U.S. airspace.
